Rochelle Keyhan

Chief Executive Officer

Rochelle Keyhan is the CEO and driving force behind Collective Liberty, where she leads efforts to eradicate human trafficking through innovative, data-driven strategies. Rochelle’s expertise is deeply rooted in her six years as a prosecutor of gender-based violent crimes in Philadelphia, where she became a recognized authority in the field of criminal justice. As an Assistant District Attorney, she was instrumental in advocating for the rigorous investigation and prosecution of human traffickers, successfully securing convictions in the city’s first two human trafficking trials.

She later directed the Disruption Strategies department at Polaris, focusing on disrupting trafficking networks nationwide. At Polaris, Rochelle designed and led a pioneering department focused on disrupting human trafficking networks across the United States, further solidifying her reputation as a leader in the anti-trafficking movement.

A first-generation Iranian-American, Rochelle is also a founding board member of Feminist Public Works and HollabackPHILLY. Her mission-driven leadership has earned her numerous accolades, including the Thomson Reuters Stop Slavery Hero Award and IAFCI Cyber Crime Investigator of the Year.

Caroline Bruff

Senior Intelligence Analyst

Caroline Bruff is a Senior Intelligence Analyst at Collective Liberty, where she leads efforts to organize and compile human trafficking data, providing actionable intelligence insights. She holds a Master’s degree in International Affairs from the Bush School of Government and Public Service.

Before joining Collective Liberty, Caroline served as a Criminal Intelligence Analyst on the Organized Crime Unit at the Texas Department of Public Safety, where she pioneered the state’s first criminal counterintelligence program. She then transitioned to the private sector as an intelligence analyst, where she played a key role in building an intelligence program and overseeing a team of analysts at a leading cybersecurity company in Silicon Valley.

Cristina Blackwood

Intelligence Analyst

Cristina Davis-Blackwood is an intelligence analyst at Collective Liberty, where she specializes in data collection and analysis of OSINT and human trafficking-related sources to develop actionable intelligence. Cristina earned her Master’s degree in International Affairs from the Bush School of Government and Public Service at Texas A&M University. She also holds graduate certificates in Advanced International Affairs and Social Justice from Texas A&M and Harvard University.

With a background in research and political advocacy, Cristina previously worked for the WomanStats Project, the world’s largest comprehensive database on the status of women. Her experience spans both the private and public sectors, including her recent entrepreneurial work with trafficking survivors before joining Collective Liberty.

 

Renee Franchi Headshot

Renee Franchi

Renee is an attorney at Andreozzi + Foote, a victims’ civil litigation firm, representing clients nationally. Her practice focuses on representing victims of sexual abuse, violent crime, and human trafficking survivors against large and powerful institutions including Catholic Diocese and other religious institutions, universities and school systems, foster care agencies, mentoring organizations, and more. Prior to joining Andreozzi + Foote, Renee served as a Senior Deputy Prosecutor, prosecuting violent crime and death cases including strangulations, domestic violence, aggravated assaults, and homicides in jury trials. Renee also served as an appellate attorney, arguing appeals in the Pennsylvania Superior and Supreme courts, and spent time working in a private civil firm, representing plaintiffs in complex civil litigation matters including, but not limited to, sexual harassment, wrongful termination, anti-discrimination, failure to accommodate for disabilities, and white collar and embezzlement cases. Renee graduated from Boston University with an undergraduate degree in Biology and received her Juris Doctorate from the University of Pittsburgh School of Law.

Anna Hernandez

Founding Board Member

Anna Hernandez (she/her) is a founding board member of Collective Liberty who brings over a decade of experience working in the philanthropic and nonprofit sectors. She is the Strategist for Justice, Equity, and Learning at the Walter & Elise Haas Fund (W&EHF) in San Francisco, CA, where she designs and facilitates the internal training, programs, and systems that result in equitable practices, a continuous learning culture, actionable insight, and effective grantmaking. Anna first joined W&EHF in 2018 and was responsible for communications, operational process improvement, and grant impact analysis. Previously, she worked at Business for Social Responsibility, Inc where she improved the organization’s grants management processes and systems, ensured compliant and efficient reporting for grant projects, and integrated grant management needs within the organization’s broader operational tools and processes. Anna was born and raised in the San Francisco Bay Area and earned her undergraduate degree from St. Mary’s College of California.

Gabrielle Massey

Founding Board Member

Gabrielle Massey is a prosecutor in the major crimes division of the Texas Attorney General’s office in Austin where she specializes in sexually violent crimes against children and women across the state of Texas. Prior to joining the Attorney General’s Office, Gabby was a felony prosecutor with the McLennan County District Attorney’s office in Waco, Texas for over seven and a half years. She was the first chief prosecutor of the Special Victims Unit, which prosecuted all human trafficking cases, as well as child sexual abuse, serious bodily injury to child victims, and felony family violence criminal cases in McLennan County. She also supervised civil attorneys who represent the State of Texas in child protective services and protective orders. Gabby has prosecuted over 100 felony criminal trials, with the majority being sexually violent predators including the first human trafficking jury trial in McLennan County. Prior to joining the DA’s Office in Waco, Gabby was a criminal defense attorney in the Dallas/Fort Worth metroplex for five years. Since becoming a prosecutor, Gabby has enjoyed training Texas prosecutors, law enforcement, victims assistance, probation officers and non-governmental support agencies on the topics of child abuse, human trafficking, and family violence state wide, as well as trained internationally on prosecuting human trafficking at a weeklong training in Mongolia.

Rayna Kessler

Founding Board Member

A founding board member of Collective Liberty, Rayna Kessler is a principal at the New York office of Robins Kaplan LLP. Her practice focuses on representing individuals who are injured by corporate and institutional misconduct, including those who manufacture defective drugs or medical devices. Licensed in Pennsylvania and New Jersey, she is dedicated to preserving individual access to our civil justice system in both state and federal court. Kessler is also a board member of Public Justice, a nonprofit dedicated to protecting consumers’ access to justice and against corporate abuse. In addition to her mass tort practice, Kessler works closely with nationally recognized law firm Jeff Anderson & Associates, PC to help represent survivors of child sexual abuse in bringing claims against institutions that have failed to properly act and protect children from known perpetrators. These institutional failures include claims against Catholic clergy members, the Boy Scouts of America, and public schools.

Joseph Scaramucci

Founding Board Member

Detective Scaramucci began his career in law enforcement in 2004, and was promoted to Detective in 2008 with the McLennan County Sheriff’s Office, investigating Crimes Against Persons. Since creating a Human Trafficking Unit in 2014, Detective Scaramucci has conducted sting operations resulting in the arrest of more than 650 sex buyers, and 160 individuals for human trafficking and related offenses, which has led to the identification of 281 trafficking victims. Detective Scaramucci has worked both state and federal investigations as a Task Force Officer with H.S.I., leading to investigations and arrests throughout the U.S. He further advises and participates in sting operations throughout Texas, the U.S. and abroad. Detective Scaramucci is certified in Courts of Law as a Subject Matter Expert in Human Trafficking. He has further advised and testified in the State House and Senate, assisting with the creation and passage of laws leading to harsher penalties for human trafficking, as well as working against laws that would have added further burdens on victims. He is further employed as a consultant, contracted to provide training and technical assistance for numerous Department of Justice-funded Enhanced Collaborative Model task forces, as well as other national and international anti-trafficking organizations. He has trained 600 agencies throughout 44 states, 29 federal and DOD agencies, as well as law enforcement agencies in 12 countries, and provides technical support for their human trafficking operations and Investigations.

Teresa Jauregui

Board Member

Teresa Jauregui is the Legal Director of the NCPTF. Prior to law school, Ms. Jauregui worked with the Cybercrime and Economic Crime Squads at the FBI Field Office in Boston. She also worked for the with the U.S. Attorney’s Cybercrime Unit in Boston throughout her final year of law school. Ms. Jauregui started her legal career as a prosecutor for the Suffolk County District Attorney’s Office in Boston, Massachusetts in April 2013. She joined the York County District Attorney’s Office in Pennsylvania in the fall of 2016. Over her nine year prosecutorial career, Ms. Jauregui prosecuted all manner of serious felonies, from child sexual assault to homicide. She has received training from the National Computer Crime Conference and the National Computer Forensics Institute. In 2019, she gave several presentations to the Pennsylvania District Attorney Association and law enforcement on conducting digital investigations and authentication of digital evidence. Most recently, she was a participant in the FBI 2021 CART Moot Court.

Catherine Davis

Board Member

Catherine Davis is an attorney at Edwards Henderson Lehrman. She represents crime victims and survivors of sexual abuse in civil litigation. Catherine previously represented large insurance carriers on various matters. She also served as a Guardian Ad Litem in Miami Dade County. Her prior experience affords her insight and capacity to aggressively advocate for her client’s rights from pre-suit, through litigation, and at trial. While completing her legal education at Nova Southeastern University College of Law, she participated in trial competitions where she acquired valuable skills and knowledge of the trial process. Catherine graduated from Florida Atlantic University with a Bachelor of Arts in Political Science and a minor in Sociology. Catherine has handled matters arising in other states and countries. She is a member of the Florida Bar, Federal Courts for the Southern, Middle, and Northern Districts of Florida, and the Dade County Bar Association.  

Allison Franklin

Founding Board Member

A dedicated Survivor Leader, Allison Franklin previously served as the Hogg Foundation for Mental Health Peer Policy Fellow for TCJC. She has extensive experience advocating for survivors of all forms of sexual exploitation, and for solutions to systemic practices that fuel oppression and stigma. Allison is an accomplished speaker, addressing sex trafficking and sexual exploitation accompanied by drug abuse, mental health, and intersections with the criminal justice system.  

Michael Farmer

Board Member

Michael Farmer is CEO of Innova Learning Inc. and has been in the corporate education industry since 1999 creating solutions for some of the world’s largest firms. During his time in the industry, he has become recognized as an authority on eLearning, having been asked to speak at numerous industry events. His expertise in working with firms both large and small has been the catalyst in helping these firms create eLearning programs that meet numerous parameters, including budget and program design. An example of his work is demonstrated by the growth of Innova Learning from working only in the financial services industry to working with some of the largest companies in the world in multiple market verticals ranging from Safety to Human Trafficking to Cybersecurity. Prior to putting his footprint on the corporate education space, Mr. Farmer was the SVP of Baydon Solutions, a knowledge on demand firm for 7 years before it was sold to a Fortune 500 firm. Mike is a member of the Association of Certified Anti-Money Laundering Specialists (ACAMS), the American Society of Training and Development, the Society of Industry Leaders (SIL-Standard & Poor’s Research Service), and the Gerson Lehman Group, consulting on eLearning related topics.  

John Bridge

Board Member

John Bridge currently serves as President of Government Security at Trust Stamp, a scale-up focusing on societal inclusion through secure biometric identity solutions. I am a retired criminal investigator, law enforcement trainer, private sector speaker and public information officer. I am an SME in tracking fugitives through financial investigation. As co-chair of the cyber-fraud industry group for the IAFCI, I assemble training sessions that cover a range of emerging topics related to cyber-security, cyber-crime investigations and financial technology. As a member of the Department of Commerce, Trade Finance Advisory Council, I work with other SMEs to provide recommendations for improving small business access to trade finance for export. I currently serve on several boards related to combatting human trafficking and cryptocurrency.
